First of all, the party animals that never get their act together tend to drop out. It actually happens a lot; completion rates at universities in the US are only about 55-56%. Some of those fuckups shape up and just stop doing that shit, but many don't, and won't even get past their GEs. That's actually important in its own way; people usually don't give the GEs much thought whatsoever and just plow through them, but they actually were designed to make you a more well-rounded, rationally-thinking adult. Some choice descriptions about GE (pulled from UCLA's site) -

>fosters appreciation for the many perspectives and the diverse voices that may be heard in a democratic society
>entails the ability to make critical and logical assessments of information, both traditional and digital; deliver reasoned and persuasive arguments; and identify, acquire, and use the knowledge necessary to solve problems

Perhaps that's what generally is meant by "college educated" ; it is overall intended to improve you as a person - to become more rational, open-minded, sensible, respectful etc.. these are all qualities that go extremely far in making you a tolerable, pleasant person to have at the workplace. That is a chief reason why many employers desire any 4-year as entry level; nobody likes irrationality, close-mindedness, or disrespectful drama queens interfering with work. It's that, -plus- you also are (supposedly) trained to be able to start in some specialty career. Just being around professors and learning all kinds of things about the world can sharpen you up; it can make you snap out of your own immature bullshit that you might have dragged beyond highschool (whether you knew it or not). If that wasn't needed then its other ancillary role is to open up the horizons of your mind and give you some tangible roadmap for the future, rather than to merely live for and consume the present like many did as a kid/teen (and many highschool-only people go on to live like as adults).
