Endgame: Galactic Empire
If we can build a moonbase we can do the same on any barren planet or any asteroid.

all this Mars/Venus colony stuff is nice, but in any case wee need a Moon base before we can even think of colonizing other planets

After more then 200 years of exploration there are some scientific outposts on Antarctica. All totally depend on shipments. Moon bases might be like this in 100 years. Or later. But that's it.

launches are already much cheaper and most other issues don't exist in a moon colony

Almost everybody is surpassing the US in space. Europe and Japan are successfully landing probes on comets and asteroids.
There is a simple reason for this. Space missions take a long time and need long term planning. Everybody else can do this. If they are planning a ten year mission they get a ten year budget. NASA budget has to approved year by years and you never know if a sudden government shutdown or a new administration will kill your project.

Building a small scientific base? Possibly. But it would be very expensive. Even more expensive then the International space station. If we are willing to spend billions and billions every year for this.
If these scientists discover something worth digging out we might some day build a mining station. But you would work hard to get there and work even harder if you are there. Your life and family would still be on Earth.
Colonizing? No! Certainly not in your lifetime. Probably never.
