That looks pretty clever; note that his price tag is based on EM launcher to LEO at $50/kg, which we don't have anything like yet. However, if the BFR hits its estimates launch price, it will cost not much more. 20 million tons to orbit would be ~133k BFR launches. If the $7 million dollar marginal launch cost is achieved, then it would cost $930 billion to launch, plus cost of the satellites.

There are some other options, closer to home for blocking sunlight. Marine cloud brightening looks interesting; it would have wind powered barges spraying finely misted sea salt to induce more cloud formation, thus reflecting sunlight. And the current estimate for the price of this method is only $9 billion a year to block the predicted warming. Its also has the advantage of using benign sea salt to work its effects, rather than having to mess around with sulfur aerosols.

You do realize that no matter how clean your own countries energy production is, CO2 emissions from other countries will cause warming that effects you, right? That is what makes dealing with global warming by cutting emissions so difficult; you have to get every major country on board to actually make a difference. I used Brazil & Indonesia as examples because they are both large countries in the tropics with lots coastline that would be effected by rising sea levels.

Something interesting to consider - if the various geoengineering methods

Imagine a future in which say Brazil or Indonesia build some automated barges to do some serious Marine Cloud Brightening to keep things cool, only for the Russians to do some cheeki-breeki submarine stuff to stop them.

Hmmm, I think I have an idea for a sci-fi novel. Maybe have it be Canadians pretending to be Russians for a twist at the end.
