Banning western governments, churches and NGOs from providing aid to the third world would be a good start. The problem is that the West has a suicidal ideology that seeks to increase the third world population because of guilt, while simultaneously wanting to stop MAN made environmental destruction. It does not make sense. Norman Borlaug saved an estimated 1 billion lives with his "green revolution", and what was the net cost to the planet? The Indian ocean is full of feces, and the pacific ocean is full of plastic. The solution is war and/or famine. There are no politicians in the West with the balls to advocate for this, so they all talk about cucking ourselves via carbon taxes.
