Your assumption is that life elsewhere is any more advanced than us or the simple animals we've observed, that's what makes detection difficult, it's pretty hard to zoom in on cavemen 90 million lightyears away, even if they were on the same level of technogical advancement as us it could take hundreds to millions of years for any signals to arrive which could be drowned out by the immense amount of cosmic noise.
