Yes, because the bucket is much closer to the center of spin. If your arm was as long as the radius of the earth then you wouldn't spin the bucket nearly fast enough to keep the water in.
You and tectonic plates might be moving along the earth very quickly but because a full rotation takes 24 hours it's not enough to significantly counteract gravity.
