Hey /sci/, could you help out a layman with biochemistry, please?

There's a water cleaner that uses UV and active carbon to filter water. The guy doing the promotion said that it murders organic stuff and physically halts bigger "chunks" of minerals.

I've googled up the topic, and found hints that dissolved minerals without an organic layer surrounding them can't be properly utilized by the body. Is there anyone who knows if the UV may corrupt this layer, or if this story about "organic minerals" is true at all?
