I still get the feeling it's one person getting banned. If you check on archived.moe, you can get deletion times. Same deletion times doesn't necessarily mean it's the same person as the time shown is when the archive updated so if multiple people got banned between updates they'll have the same deletion time.
Along with the deletion times, the double spacing style matches with the other off-topic posts. Like you list >>15780366 as a sample then I see deleted posts like >>15780571 >>15780583 >>15780639 with similar spacing. With the matching formatting and deletion times,I can't help but think they're the same person.
