It depends on which animal you are curious about really. You need atleast a reptilian level brain to even feel pain but I don't really get what you mean by "suffer when they are in pain"? Do you mean "do they feel the sensation of pain?" then yes, they do if they have the corresponding receptors. To feel guilt is a different thing, it's a complex emotion. If you are looking for animals that can feel guilt you need to look around in the group of mammals, social ones and with advanced enough brains that can record memories of behaviours that produced suitable and unsuitable experiences. However these judgements are made unconsciously.
