I have a question about Einstein's theories of relativity and relative time dilation.

The higher the relative velocity of a perspective, the slower time is experienced.

Does that mean that if one could reach absolute stillness relative to the entire universe time would stop and you would see the entire universe happen in an infinitely small instant?

My question stems from thoughts about how we can never experience absolute stillness. The earth is rotating, orbiting around the sun, which is orbiting around the galactic center and so on. It seems as though absolute stillness can never be achieved because the only way to measure velocity is relative to other things in space.
