Russian communism transformed it from an agrarian phase nation into a fully industrialized military superpower in about 50 years. Yugoslavia in the 1980's has socialist self-management (government didn't own companies) that was working quite well for them until of course Serbia etc etc.

For instance, when I was 4 I fell in the bath and fucked up my nose. Had fucked up carteliage and got it fixed when I turned 18. I've heard that in some countries such as America this isn't available unless you have really good insurance.

Universal healthcare (including dental) should be there provided by the government. However, there should be private alternatives. Those that pay for private alternatives should be able to pay slightly less tax so rather than contributing 100% to healthcare they would pay 40% of what they would normally.
This is how I would like it to work in this current system. However, in my perfect system, all healthcare, plastic surgery etc etc is completely free.
