Both are about the obdurate nature of marxism and its degenerate derivatives.

Mises present economic theory, explanations of the state of affairs in mid 20. century, and foretells much of what happens in up to and most especially now.

Havel's is a sober and sharp observation of the state of affairs in certral europe, czekoslovakia, about how to fight back. Very relevant to all countries touched by socialism and its ilk, particularly eastern europe, germany, and select other centraleuro ones.
It's rather short compared to the Mises tome.
