Yes, but Rome was the father of imperialism, going so far as to stamp out the cultures of invaded lands and inserting their own government, architecture, military, etc. I could easily see Rome killing the Aztecs in search of gold, pushing back Native Americans to expand their territory, tricking China into trading their tea for opium, and teaching children of other cultures to worship Jupiter, Neptune and Juno instead of their true religions.
