Those are just superficial similarities based on Pynchon and Anno copying the same things. Gravity's Rainbow is a countercultural book and the Japanese have never had a real counterculture, especially when it comes to stuff like anime. Pynchon's message to his audience is "everything is fucked and the only way to escape is to drop out of society entirely." Anno's is "stop whining and get a job." They're totally different.
