Because he isn't a writer or even a poet and has never claimed to be, he's a musician. His primary concern is the music, the lyrics are subordinate to the rhythm and the flow of the song. He's said as much himself in numerous interviews and his autobiography.

To say Dylan isn't a poet is ridiculous, He has written over a thousand songs, the lyrics are almost never subordinate to the music. He always writes the lyrics first. And on his earlier albums only used a very basic flat picking guitar style to accompany the lyrics. The music is secondary and often changes. I think the socratic definition of a writer would be one who writes, and like I said he has written many many songs, a book of poetry, a very well written biography, and plans to write two more volumes.

While I do think he is a great songwriter-heck,maybe the best-I consider James Joyce the greates writer of the 20th century. This man pushed language to its boundaries and then some with only a handful of books. His novels set the stage for modern literature while even his collection of short stories pushed the art form forward (The Dead is seen as one of the greatest short stories ever written).
His influence can be seen in countless modern writers and the wake he left on modern literature can still be felt to this day.

I'm not saying he wasn't the best songwriter ever, he was, but he is also human and he never produced anything amazing like Blood on the Tracks or his 60's albums again.

As far as him being the best writer, the problem is that one could accuse his lyrics of sometimes having no meaning at all. Ballad of a Thin Man. A one eyed midget shouting the word now who tells you you are a cow? Maybe you could say that means something in context, but sometimes you just need a rhyme. He himself said he only stopped doing that, having lines just for the rhyme, when he got to John Wesley Harding.
