if a bisexual writer doesnt write about lgbt characters does that still mean they're a lgbt author? just wondering for submitting manuscripts for places that call for "lgbt" authors, im unsure if they mean the author theirself, or the content of their work.

No. If they're asking for LGBT it means they want to hear about your daily struggle to take dick in the ass while dodging the hillbilly biblethumping death squads of Drumpftler's AmeriKKKa. You can submit, and they can't outright drop you because you could counter with muh oppression, but they will (ironically) "soft oppress" you and make sure your name is never at the top of the list.
If they didn't care about where your writing was on the spectrum (the gay one) they wouldn't specify.
