It seems like Nietzsche here is acknowledging that actions are causally predisposed/determined, and not the result of free will. I don't know very much about his philosophy, and would appreciate an explanation of how he can challenge us to be ubermensch, while at the same time believing us to be products of our environments--environments which could preclude meeting that challenge.
