Sub-par yes. But there is a big difference between having imperfect literacy and being completely unable to read and write to any degree which is what illiteracy actually is.

Functional illiteracy is perhaps what he meant. This is where you can read and write to a basic level but nothing more. Even then 35% is most likely a gross over estimation shat out by a tabloid newspaper.
