That's why businesses such as Envirofone are in place - not that they're good guys. In order to avoid the rates of buying fresh coltan material, something expensive enough to kill over, earlier phones are returned for their materials and the main buyers who run such companies part with chicken feed's worth of money.
Coltan is then removed from phone, re-used as new phone component, but if you take into account the globalisalisation of such companies, there's gonna be an increase in demand.
