It already exists, it just isn't as popular now.

There were a lot of very brief flash (sic) games with just the barest plot and very simple gameplay. Sometimes dark 'edgy' stylization. Generally, you'd finish them in like 10 to 40 minutes.

Depends on what you consider 'brief'; is Time Fcuk brief? There are of course shorter games, but it's hard to make a visual medium both brief and even remotely plot-orientated.
