Calvino, The Crow Comes Last.

In the Penal Colony really surprised me. I'm not that into a lot of Kafka short stuff, but it's genuinely disturbing and has that same aspect with the novels where it's a glimpse of some larger monstrosity. That and Great Wall of China are my faves.
