Sheev had many of the same issues as Hitler, he wastes his effort on politics. Sheev doesn't give a fuck about their feels or opinions but even concerning yourself with herding them was considered not worth the time of an Ubermensch to Nietzsche. Men are to the Ubermensch as apes are to men.

Sheev is a complete moral relativist. In other books, he denies the force has a light or dark side and says this is all abstraction of human minds of a power that can't be comprehended in such basic moralistic terms. He gains this perspective from his master, who thought all of the Sith rules were just stupid superstitions, as he kills his master, Plagueis essentially recites the 'God is dead' line and says he's abolishing all of the bullshit rules and ceremonies since they've outlived their usefulness.

The Plagueis novel is actually one of the few pieces of SW pulp worth reading desu. Plagueis is both a skeptic and a mystic, he thinks the force could be understood in a fully scientific manner one day. But he uses some mystical methods he doesn't fully understand just because they work.
