Gainax was in the unenviable position of having to pander to a fanbase that expected skintight suits and jiggles and that whole mess, but also wanting to produce a work of lasting value. Eva was an attempt to subvert from within, while still delivering fan's expectations. Eva's fanservice elements do feel 'tacked on' inasmuch as they''re entirely unrelated to the main plot, and are abandoned toward the end once the series goes off the rails.

That said, the series is a mess, and it's far from pure art -- just look at the steaming stream of shit that is the rebuilds.

said, rebuilds are pretty bad and are trypically considered to be separate from the series/EoE combo. Looking at those, the "fanservice" they pop in build onto the deconstruction of not only the mech genre but kind of anime as a whole, too.

There's a scene in the third episode ( I think) where Rei's naked and Shinji falls on her. This is built up to be the chliche fanservice deal present in to many other anime, but Rei is completely unphased. Later, though, she lashes out and slaps Shinji for speaking ill about Gendo. I think Anno builds on expectations of fanservice to emphasize more serious points he's trying to get at (again, in the series/EoE), so I'd say it's art.
