The liberal idea of progress is not the idea of reaching perfection. Their conception of progress is as perfectibility, a never-ending moving towards perfection but never actually arriving at it because progress must continue and has no telos. As long as this idea of progress rmains, liberals will always want to change something and will never arrive at a best form of something because progress does not allow for something being the best.
