Joyce is very Irish. To understand even half of what his characters are saying you need to familiarise yourself with Irish history of the period, which I doubt you'll enjoy.

Also, a fair bit of the "difficulty" of Ulysses disappears if you are in fact Irish and get most of the references because you're taught the history in school.

Here's how you learn all the Irish history you'll truly need to 'get' Joyce:
1) Read Dubliners. It's short and each story is either interesting at worst or incredibly moving at best.
2) Google each story after you've read the collection.
3) Read some nerd's breakdown on the Irish history/politics included in the stories.
