I dunno, I read it a long time ago, but it could be one vague answer to the mystery.

It's just a silly word/phrase game from when he was drugged and interrogated at the White Visitation. It starts out with a letter from Slothrop asking the "Kenosha Kid" (which in a later part is said to be this one officer) if he ever asked him for anything and the "kid" saying he never did. The rest is just a play on how "Kenosha kid" rhymes with "You never did".
