Who would you call a Quentin Tarantino of books? I am looking for something soaked with local culture (e.g. british, russian, american etc.) with many references to the pop culture, something tarantino-style cool, could be connected with underworld, but not a criminal story.

About the Roman Empire? Then you won't get anything Tarantino esque. If you want Roman History, Rubicon is good, if you want contemporary defense, go with Cicero's defense of the republic, and Caesar's commentary on the war in Gaul.
