Less nationalism means less in-grouop preference implies a generational trend toward short-term reproduction strategies implies a trend toward economic and societal collapse due to accrued debt, lack of practical skills, lack of common culture, lack of respect for parenthood as an institution, and lack of the capacity for deferred gratification.

So no, a nation without nationalism leads to the collapse of your society, not utopia, because nationalism brings the pride of obligation and empathy to your countrymen.

As far as he was encompassing, and given when he wrote it, certainly, it's very sensible. To say that today requires an awful lot of offhand dismissal of massive technological and social achievements, though. It depends on your priorities and values. In any case, it's hard to see much current evidence that "the Corsican" is a superior model.
