Doesn't matter, tbh. Those kids were doomed to be trash and some book titles on their lockers won't make a difference one way or the other. If you live in the South and don't live in a rich district, private school, or home shool, you're a failure and your kids will be failures. I say this with all sincerity as a guy who grew up home and private schooled in the South.

Public as in taxpayer funded. Private is a personally owned for-profit deal.
I don't know how the UK could call it a "public school" when it's not owned/funded by the general public.
