Stem cell research quite often cannot advance because of government restrictions to funds due to moral reasons.

Does ethics foster or hinder the production of scientific knowledge? If so, how and why?

ho god, the humanity never ever denied itself a technique.

Whatever laws we pass, sooner or later, in one country or another, the technique will be used, especially if there is a fortune to make. Perhaps not used for the original purpose thought by the people at the time, but the technique itself, or its generalization or improvment will always be popularized. It is just a matter of time , especially in our humanist society.
