You need to understand the idea of flux to make sense of it. Nietzsche said that, in your life, you can at best hope for a few moments of being the ubermensch.

So it's both. You will become him, if you are capable, and then you won't be, at the same complex state of both truth and falsity.

Nietzsche actually identified several people whom he considered ubermenschen. Among them are Goethe, Michelangelo, and Beethoven. So yeah I assume you can actually become one.
