Captain Cosmos sounds like Captain Future, one of the also-rans of the 'hero pulp' magazines (magazines that didn't feature a variety of stories by a variety of authors but a single story about a reocurring character by the same author. The Shadow began this and was the most popular followed by Doc Savage, Captain Future is basically Doc in a science fiction setting of the far distant future of 1997)

But the stories and writer will probably be a portmanteau of various authors and stories and tropes from the era

Today I overheard a fat neckbeard saying a song of ice and fire or whatever it's called, GAME OF THRONES, was one of the greatest pieces of literature and that he asked his professor if they could read that and Jedi Knights Academy instead of Plato's Republic for a course at my college

actually there's a bunch of people it could be, that's smack in the middle of golden age sf. but it's probably no one in particular, since GRRM (I'm pretty sure) knew most of those dudes, at least in passing, since he's been a regular on the con scene and heavily involved in fandom since the late 60s / early 70s. and i think he's just generally too aware of the actual history of the genre to do some dumbass hero worship bullshit.

That said, it is actually kind of a weird time to put someone who's meant to be a relatively young author - it's kind of a weird gap in terms of new writers in SF. Like, you have this huge group of people who start their careers in the late '30s or early '40s, and you have a large group of people who get their start in the mid to late '50s and early '60s. But '49 is kind of a weird year.
