This isn't entirely wrong but it's still damn misleading. Foundations of what we now call Daoism predate any use of that term and may be found in the text Zhuangzi, which is certainly philosophical in nature and does not propose any cult or any "mysteries" apart from a general skepticism and consequent mystification of absolutely everything. It does however cite existing Chinese traditions of folk religion, wizardry, alchemy, shamanism, whatever you want to call it, and references numerous existing Chinese myths to support its arguments. Among these mythic figures is Lao Dan, as the text calls him. The notion of the Daodejing, written by this mysterious Master Lao, responds to Zhuangzi and doesn't predate it (though necessarily the notion of Laozi himself must). It's important to stress that Zhuangzi did not call himself a daoist and the term would not have meant anything in his time. It is a product of a later age of scholarship looking back at old texts and trying to classify them into discrete schools when the reality was a lot messier than that. Zhuangzi cites Confucius, and makes shit up about him, far more often than he mentions Lao Dan.

Our notions of what "daoism" means tend, in the west, to stem from what we know of these works, but in Chinese there are two words we translate as "daoism": 道家, the "house/school of the dao" and 道教, the "teachings of dao". The former is what I've just talked about, philosophical tradition of writers called daoists. The latter is considered the blending of the former with the existing Chinese folk religion which is itself vast umbrella term for huge number of unaffiliated cults, liturgical groups, random shit white people do in order to look profound; etc. You can say it is a mystery cult, but that is nonsense, it is a whole lot more than one cult and insofar as these cults have daoistic "flavor" that has more to do with the education of the priests than with anything believed or done by the "faithful".
