Do you believe that Truth is attainable/accessible?

If so, how will we know when we've found it?

what makes you/Rorty think so? As far as I know, Rorty believes that there is a world out there that acts upon us, but we don't know how to describe accurately. That doesn't necessarily mean that we'll never be able to describe accurately though. Just because the Truth hasnt YET been attained, does that necessarily make it by definition unattainable?

yes.

it is experienced. the attainment of truth requires purification and elevation of the consciousness. a proper vessel, so to speak.

To expand: for Rorty we can never have an absolutely accurate picture of reality because the mind doesn't work in pictures (it's not a "mirror of nature"). All we can do is create new vocabularies that help us do what we want to do in our contingent time-and-space-dependent culture
