What does Kafka mean with this statement? Link to the story below. It is umbrella'd into Kafka's paradox stories, but this story seems to be only a paradox by coincidence with its accurate commentary on social progress.

The story is about observing privilege and power through class barriers, yet circumvents to the point that the privileges (laws) are almost imposible to discern, and that any real effort to apply progressive reform for the future is doomed by the faculties of the present. He is being nihilistic on class, or more broadly, social enlightenment.
