Because:

1. Allah is neither male nor female and cannot be represented, as such it's a poor name for such a visible and representable thing as a boy.

2. Contrary to Ishtar, Allah is currently worshipped, and by more than a billion people at that, so the awkwardness of even danger of naming someone Allah isn't comparable to that of naming someone Ishtar.

3. Ishtar is supposed to be an attractive goddess of fertility, without too much of the whorish undertones that some fertility goddesses had. It's therefore not unfit for a girl.

4. Names of goddesses are already used over the world, without causing too much trouble to their bearers (think Diane for instance, but the Indians sometimes also name their children after goddesses).

5. To answer more precisely to your first suggestion, Gilgamesh is indeed a fine good name, but only for a sheesh kebab or a keftah. And we don't go around naming keftah, do we ?
