I really don't understand how "step foot" caught on, as it doesn't make much sense.

It's like the grammatical equivalent of misheard lyrics.

There's that song that goes:

Step foot makes more sense than set which sounds like you are placing a separate item somewhere. Step foot may be a pleonasm but it helps reinforce the significance of the action. These mishearings are often known as mondegreens.

I hole-hardedly agree, but allow me to play doubles advocate here for a moment. For all intensive purposes I think you are wrong. In an age where false morals are a diamond dozen, true virtues are a blessing in the skies. We often put our false morality on a petal stool like a bunch of pre-Madonnas, but you all seem to be taking something very valuable for granite. So I ask of you to mustard up all the strength you can because it is a doggy dog world out there. "Step foot" isn't a grammatical problem.

I'm a descriptivist, so these things don't rankle me. Not that I condone all usage and syntax, just that I don't care. People saying "pleb" and "patrician" and using canned phrases and patterns bugs me sometimes. Certain essay frameworks bug me.
