To a certain surface level extent, yes, Julien is a Neitzschan character due to his obvious will to power. However he is even more than this.
Julien only succeeds when he messes up. Example, because he continuously falls off his horse, the French aristocrat takes a liking to him and therefore decides to mold him to be his 2nd son. So Julien is very much like Nietzsche to the extent that both wished to be greater than they actually are. Its an irony that both were fatally flawed within themselves and because of this overreached on their own abilities.
