It's not like he clarified it in an interview after IJ's publication...there is literally a lengthy scene toward the end in which the wraith (actually the Mad Stork - more Hamlet) appears, says "I am a wrath," and talks wraith stuff.

Probably. It's written in a very easily readable ton, even if it has a lot of obscure words. I found that Infinite Jest Wiki page-by-page definitions of tricky words and a phone dictionary app made it basically hella easy to read.
