I am finding this somewhat confusing
Does this mean each regiment began with 4 medium battalions and 2 light battalions
Or that the combined force of the two regiments was 4 medium battalions and 2 light battalions

ok so notice that in the first instance between 6 battalions there are 18 companies, so each battalion has 3 companies. in the second instance between 3 tank battalions there are 12 companies so each battalion has 4 companies.
so what we're dealing with here is a difference in battalion structure.
also note that when it says 'containing both' it means the three tank battalions contain both light and medium tanks where before light and medium tanks were divided between different battalions.
so what its saying is that a 'heavy' tank division contains 18 companies divided into 6 battalions divided into 2 regiments, and each battalion is equipped with only one ind of tank. this is opposed to a normal tank division that contains 12 companies divided into 3 battalions which contain a mix of light and heavy tanks. presumably a normal tank battalion contains only one regiment.

Normal composition was 3 mixed battalions, with each battalion containing about 4 companies.

3rd's composition was 4 medium battalions and 2 light tank battalions, with same number of companies per battalion (hence more companies).
