Except a literate man in western civilization who does not read has a world of advantage over an illiterate subsaharan by simple virtue of geography and circumstance.

And it's not really possible to *not* read. Twain might refer to actively engaging in reading literature but the actual act of "reading" extends beyond this narrow definition.

Instead of coming up with meaningless exceptions to the idea, like 'you can't never read if you're literate,' I'll explain why I agree.

If you don't try to use your ability to its full potential, that's pretty much like not having the ability. Sure you 'read' literally every day, but if you don't even bother to read on a serious level, or even a moderate level, you are wasting that ability.
