Arden. It's used far more by academics for their own research. Norton is commonly assigned to undergrads, but that has more to do with price and availabiilty.

I have this RSC version and I like it a lot. The notes are pretty good.

However, if you're looking for scholarly notes and such I think I'd really recommend buying individual Arden or Oxford World Classics, I've had good experiences with both academically. I guess either of those might offer complete versions too, but I imagine it will be a bit unwieldy to study for a true modern scholar (reading on the bus).

The Complete Arden doesn't have any scholarly notes afaik that the individual ones do.
