Finished Hedda Gabler, what should I read next? What are Ibsen's best plays? I was thinking Peer Gynt and A Doll's House.

Also, do you agree with Joyce that Ibsen is a better playwright than Shakespeare? (he still considered Shakespeare the best, but as a poet and not as a playwright)

I'd recommend Ghosts or The Master Builder. No, I don't agree with Joyce. I like Shakespeare far too much to ever concede to something like that. Bill is GOAT. Ibsen was probably the best playwright of the 19th century, though.

Peer Gynt is unlike Ibsen's other plays--just a head's up. It's magical and fantasy-ish.

Just didn't want you to go in thinking it's anything like Hedda.

There is no maybe about any of this; you must read each of the following:

Ghosts
A Doll's House
Enemy of the People
Pillars of Society
The Wild Duck
The Master Builder
When We Dead Awaken

After that, and only after that, you can move on to someone else.
