How come Confusianism has never been popular in the west?

Probably because its Chinese. The only Eastern philosophy that people care about in the West is usually Japanese or Indian.

Confucianism is steeped in Chinese tradition, intended for Chinese society and mindsets. Westerners have no real connection to it. Hinduism never penetrated into China for the same reasons (it was reconstituted as Buddhism, really a separate tradition which only gained ground in China by making itself completely amenable to Chinese tradition.)
