Did Philip K Dick really believe that he concurrently existed in 1960's Berkley California and the Republican Roman Emperor as Philos Diktos, or did he acknowledge that it was something he made up in a story?

I'm pretty sure he had a stroke in the late 70's which caused him to become completely insane.

Basically, everything he wrote after a scanner darkly are the ramblings of a madman
