just got an interest in him after rediscovering the Current 93 album. How come everything this guy touches is expensive as hell, i can't find a copy of songs of a dead dreamer for less than 200 bones anywhere. Also is that where I should start? and if not what's a cheaper alternative?

He's a relatively unknown writer, and his books tend to come out in really small prints (like 300 copies or less) and they're typically hardcover or signed or some shit, so that's why they're rare and expensive.

Your best bet is trying to track a copy of The Nightmare Factory (http://www.amazon.com/gp/product/86703024/)) It's an omnibus that collects Ligotti's first books, give or take a couple stories (there's stuff from Noctuary missing, but he makes up by adding the Teatro Grottesco stuff). It's something like 40 stories and you can find it for as cheap as $50 in the second hand market.
