I don't know why people would think that, but he was the progenitor of a large shift in linguistics away from theories of linguistic relativity and toward universalism. It's probably the case that the truth lies between the two extremes, so neither is fully correct and both are valuable as complements.

I think that some people think that because some of his postulates for the Universal Grammar have been shown not to hold, the entire theory is junk, and that's not true at all.
