The idea of free verse was to experiment with new forms of rhythm. John Milton already ditched rhyme, so that's not strictly a modernist tendency.
Unfortunately, the new pleb community college poets (roughly from 1950 on) were oblivious to the experimentations of the free verse pioneers, and just took the whole concept as an excuse to chop their angsty diary entries into lines and be praised for it. Basically, poetry has completely rejected its origins in song, and is now a minor genre of non-narrative, navel gazing prose.
