I am not a professional translator but there is this author who is kinda "taboo" in my country, so no publisher has the balls to translate any of his later works. I want to write a fan-translation and maybe put it on amazon as an ebook (because I dont have the money to create my own publishing company)

Of course I would ask him for permission first and demand no payment for myself. I'm wondering if amazon would accept fan-translations and if you heard of similar cases.

I vote for the amazon ebook, as it will be a unique resource/translation and could actually get some following if done well.

How does one find original works untranslated into English? Not necessarily German or any particular language, but is there any centralized way or resource to locate them?

Yeah, bookstores in foreign countries.

Search the title's name untranslated and find the publisher. You can usually order directly from the publisher's website.
