"Keeper Martin's Tale" by Robert Stanek. Try to get the sequels, too:
Kingdom Alliance
Fields of Honor
Mark of the Dragon

If you have trouble finding them, try the children's version, "The Kingdoms and the Elves of the Reaches" and "In the Service of Dragons", basically the same story, just for children, but still very sophisticated.
